Mr. Attar Chand Parmar was born on July 02, 1954 in a small village named ‘Bhadrohi-Jamni’, near a very famous holy place REWALSAR, in Mandi District of Himachal Pradesh. He completed his Graduation in commerce from Govt. College Mandi (H.P.) in 1974 and post-Graduation in Commerce from D.S.B. College, Nainital in 1976.Mr. Parmar got associated with the Bank way back in March 1983 and actively involved in the management of the Bank in 1989-90 when it was a very small bank with single branch at Pahar Ganj, New Delhi. He held many elected posts during this span of more than 21 years such as Director (2.5 years), Co-opted expert Director (one year), Vice Chairman (3 years) and Chairman (15 years). In June 2011 he was appointed Managing Director & CEO of this Bank and superannuated from this post on July 31, 2014 . The Board of Directors of the Bank , considering  his vast experience in co-operative, IT industry and significant contribution made by him for the growth of the bank , appointed him   Hon. Advisor to the Board .He continued in this capacity till January 21, 2024 and thereafter, nominated / appointed as Professioanl Director of the Bank and continued in this position till Marc'23, 2025 when the Board was over. Seeing his past performance and eperience in working at different positions, the new Board elected again appointed him Advisor (Governance and Compliance) with effect from April 01, 2025.

He joined a small commercial organization in Delhi immediately after his Post-Graduation as an Accountant and served the same for 2.5 years. He joined CMC Limited , a leading IT company ( erstwhile Govt. of India enterprise and now has been merged with India's largest IT company M/s TCS Limited (A TATA Group of company)) , in 1978.

During his association with the above two organizations, he had worked at various levels in Finance and Accounts. Before his joining as Managing Director & CEO of this bank he was holding the position of Head-Northern Region-F&A as Additional General Manager – (Finance & Accounts). He left this well paid and prestigious position on the request of the Board of the Bank on June 10, 2011 and joined as full time MD & CEO of the Bank on June 11, 2011. He has also been bestowed with following award:-

One of the most prestigious ""CHAUDHARY BRAHM PRAKASH MEMORIAL AWARD 2010-11” was conferred to him by Smt. Shiela Dikshit, Hon’ble Chief Minister of Delhi on 21st November 2011 for his commendable selfless services rendered and efforts made to foster co-operative movement in Delhi for more than two decades.

The most prestigious award ""HIMACHAL GAURAV "” instituted for the achievements of co-operators  by the Himachal Social Bodies  Federation (Regd) , New Delhi was conferred on him for his notable contributions made in the field of cooperative in general and The Kangra Co-operative Bank Ltd. in particular  at the 43rd Annual Function of the Federation held  at Talkatora Indoor Stadium on  May 10, 2015 . This Prestigious award was given away by Dr. Karan Singh  a  senior member of the Indian National Congress Party and  member  of Rajya Sabha

He has 38 years of rich experience in Finance and Accounts and has more than 25 years of rich experience in Co-operative Management before joining as Hon. Advisor the  Bank. He has been the pioneer in bringing IT revolution in The Kangra Co-operative Bank and made this Bank Capital’s 1st co-operative Bank having its all branches fully computerized. During his tenure as Chairman, The Kangra Co-operative Bank spread its operation across the city and opened six new branches and one extn. Counter. Moreover, during his chairmanship Bank reconstructed its own building at Pahar Ganj and purchased three floors in Janak Puri and one more Building in Jagatpuri ( trans Yamuna ) thereby giving a feel of confidence and comfort among its customers about bank’s creditability and viability in the market. During his tenure as MD& CEO of the bank two more new branches were opened in April 2014 and July 2014 apart from installation of its own RTGS/NEFT services server and CBS among all Branches. His tireless efforts brought fruits to the Bank when Bank installed its own ATMs and joined the NPCI ATM network .

This web site is also a result of his initiative. He had been rendering his valuable, self-less and honorary services to this Bank ever since he became the Director of this Bank way back in 1989-90 till his appointment as MD & CEO of this Bank.
